Taiwan was devastated by earthquake at 7.3 on the Richter scale on September 21, 1999, resulting 2,488 people killed, 82,000 residents suffered, and 106,327 houses damaged. Nantou County with a population of 544,762 was almost destroyed during this earthquake. There were 916 people died, 2,756 people injured, and 39.2% of houses in Nantou County damage during this earthquake. The Health Bureau of Nantou County Government has conducted an innovative rehabilitation services project for earthquake survivals, since September 19, 2000. In this project, 11 physical therapists were hired to provide three different kinds of physical therapy services, including community, mobile, and home-care physical therapy, depending on patients' needs. After one-year services, 4 physical therapy centers and 39 mobile physical therapy stations has been established. The ratio of physical therapists to 100 thousand population were 6.6. About 3,230 people got benefits from this project. 36% of them suffered from neck or back pain, 26% were joint pain, and 19% were sequels of strokes. All of these patients presented their life style improved from better accessibility of physical therapy. More than 20,000 physical therapy services have been delivered, including 7,301 services in Healthcare Centers, 11,652 services in mobile physical therapy stations, and 1,729 home-care services. Physical therapy interventions utilized were therapeutic exercises (10.5%), physical agents (43.8%), manual therapy (22.6%) and functional training (12.0%). The better accessibility to physical therapy services for earthquake survivals in Nantou county meets the needs of earthquake survivals and provides a new rural medical service model after earthquake disaster.
